Funchal Municipal Chamber (CMF) Councillor Luís Filipe Santos has expressed concern over bureaucratic delays in the public tender for the construction of 71 homes in Quinta das Freiras, Santo António parish.
Santos believes these procedures are postponing an urgent response for families awaiting housing solutions. While acknowledging the importance of transparency in public tenders, the councillor argues that the impact of administrative processes on project timelines must be considered.
"While procedural documents are corrected... dozens of families continue without a response to an urgent problem," he stated, emphasizing that "housing requires concrete and timely answers." The official called for better planning in preparing tenders to avoid future rectifications and postponements, reiterating that housing is a social priority that cannot be held hostage by bureaucracy.
