Chega councilor Luís Filipe Santos presented a complaint at the City Council meeting regarding the alleged conversion of 13 parking spaces in a building's garage on Rua Vale da Ajuda, Funchal, into residential units.
According to the councilor, the spaces were reportedly enclosed and modified, including the installation of bathrooms and the creation of openings in the building's structure. Luís Filipe Santos suggested the location might be used to house immigrant workers, emphasizing that the complaint is not about nationality but about living conditions.
The councilor questioned municipal inspection actions, noting that an inspection in July identified violations but did not result in a formal report, with a deadline given for rectification. Santos demanded an urgent new inspection, stating it is "unacceptable to have human beings living in these conditions."
