A fire in an abandoned building on Rua do Sabão, in the center of Funchal, has prompted councilors Luís Filipe Santos and Jorge Afonso Freitas to call for a reflection on the city's safety and emergency response capabilities.

The officials believe this issue is particularly relevant with the upcoming presentation of the Sustainable Urban Mobility Action Plan (PAMUS), arguing it should address not only daily mobility but also the movement of civil protection and emergency services.

Santos and Freitas seek information on the number of vacant or dilapidated buildings in the municipality, associated risks, and inspection measures. They also question the accessibility for emergency vehicles in narrow, congested streets, advocating that urban mobility plans must ensure rapid passage for these services under all circumstances.
