Miguel Castro, an unaffiliated member of the Madeira Regional Legislative Assembly, argues that the national government should require a genuine commitment from the banking sector to find solutions to the housing crisis.
He says public support for the financial system, cited at 29,617 million euros between 2008 and 2025, should be matched by greater social responsibility from financial institutions.
Castro considers a priority the review of credit conditions for a first home, including longer repayment periods for families currently limited to shorter terms, in coordination with the Bank of Portugal. He also calls for a broader strategy involving national and regional governments, municipalities and the construction sector, with simpler planning procedures and faster licensing.
