Olavo Câmara, the Mayor of Porto Moniz Municipal Council, has warned that smaller municipalities face significant disadvantages in accessing European funds. A shortage of human resources, unpredictability in tender notices, and a reduced capacity to compete with larger entities compromise equal opportunities.
Câmara highlighted that the scarcity of technical staff, such as engineers and architects, in municipalities like Porto Moniz makes it difficult to prepare and submit projects within tight and often uncertain deadlines. The complexity of application processes and the need to compete with entities possessing robust support structures exacerbate the situation.
The mayor advocates for greater predictability and equity in the funding access mechanisms, proposing a model that considers the differences in technical and administrative capacity among candidates to ensure a more balanced "game."
