ADN Madeira has expressed concern over the outcomes of qualification policies in the region, citing Eurostat data from 2025. According to the report, 48.7% of the Madeiran population aged 25 to 64 had, at most, lower secondary education.
While this percentage is a decrease from 2024 (51.7%), it remains significantly above the European Union average of 18.8%. Madeira ranks among European regions with the highest rates of low educational attainment, surpassed only by Mayotte and the Azores.
The party also highlighted a decline in participation in adult education programs. In the 2024/2025 academic year, there was a 9.5% decrease in participation in Recurrent Education and Adult Education and Training (EFA) courses, and an 11% drop in Recognition, Validation, and Certification of Competences (RVCC) processes. ADN advocates for a reassessment of qualification policies, questioning their effectiveness in terms of program completion and certification for adults.
