The Portuguese Association of People with Special Needs – Association Without Limits (APPNE-ASL) is calling for a review of legislation concerning parking spaces reserved for people with disabilities and the use of their respective cards, highlighting instances of abuse.

The association believes a reassessment of Law No. 47/2017 and Decree-Law No. 128/2017 is necessary to strengthen the consequences for improper or fraudulent use of the parking card.

Proposed changes include increased sanctions, more severe penalties for repeat offenses, and holding third parties accountable for misusing the card when the disabled person is not being transported. APPNE-ASL emphasizes that the card is personal and intended to facilitate the mobility of the disabled individual, not as a benefit tied to a vehicle or family.
