Funchal council rejects Chega proposal on immigration impact programme

The CH councillor criticises the rejection of a municipal monitoring and intervention programme as the foreign population in Funchal grows.

CH councillor Luís Filipe Santos has criticised the Funchal municipal executive's decision to reject a proposal for a Municipal Programme for the Assessment and Mitigation of Immigration Impacts.

Official data published in June 2026 showed that Funchal had 10,193 foreign residents at the end of 2025, 6,300 more than in 2021, an increase of 161.8% in four years.

The council cited an existing diagnostic study on the migrant community in Funchal, prepared by the firm Logframe, to reject the initiative. Santos argues that a diagnosis is no substitute for concrete measures and proposes a report within 120 days.
