Independent councilors in the Funchal Municipal Chamber (CMF), Luís Filipe Santos and Jorge Afonso Freitas, have expressed concern over the Regional Government's growing intervention in the municipality's urban planning decisions.
In a statement, the councilors assert that this situation signifies a progressive loss of CMF's autonomy in urbanism and territorial planning. They question whether decisions regarding Funchal's urban development should lie with the Municipal Chamber or the Regional Government.
According to the councilors, the suspension of areas within the Municipal Master Plan (PDM) and the implementation of preventive measures in areas like Amparo, which require prior authorization from the Regional Secretariat for Equipment and Infrastructure for urban acts, limit the municipality's final decision-making capacity. They stress that this situation demands transparency and public clarification, ensuring that each level of government exercises its responsibilities without undermining local authority.
