Juventude ADN (JAD) has presented a policy proposal addressing the student housing crisis in Portugal, warning that the difficulty in finding affordable accommodation threatens access to higher education for thousands of young people.
According to JAD, there are approximately 227,000 displaced and international students for only 27,700 beds in residences, covering just 12% of needs. Average rental prices are also high, with a room costing around 550 euros in Lisbon in 2026.
The proposal includes measures such as the 'Empty Building, Housed Student' program to convert vacant public properties, a 'Rapid Residence' mechanism for temporary solutions, tax incentives for the private market with 'Affordable Room,' and a National Student Housing Platform.
