Madeira's Regional Public Administration (APR) gross debt totalled 4,847.9 million euros at the end of the second quarter of 2026. This figure represents an increase of 4.6 million euros, or 0.1%, compared to the previous quarter.

However, when compared year-on-year with the same period in 2025, the debt saw a significant reduction of 373.1 million euros, a decrease of 7.1%. According to DREM data, this reduction is attributed to lower refinancing operations planned for 2026 compared to the previous year.

The composition of debt by financial instrument shows loans accounted for 35% of the total, down from 36% the previous year, while titled debt increased from 64% to 65%. The Regional Government accounted for 97.9% of the gross debt, with public companies representing the remaining 2.1%.

Net debt excluding deposits stood at 4,544.8 million euros at the end of June. This represents an increase of 17.9 million euros (0.4%) from the previous quarter, but a decrease of 103.2 million euros (2.2%) year-on-year compared to 2025.
