New Public Procurement Rules Allow Contracts Up to €2 Million with Direct Invitation to 5 Companies

New public procurement rules are coming into effect across Portugal, including Madeira, introducing the possibility of awarding contracts up to two million euros through a special prior consultation.

This procedure, outlined in the Public Procurement Code (CCP), allows for at least five companies to be directly invited to submit proposals, streamlining acquisitions in areas such as European funds, public housing, digital transformation, and investments in health and social support.

In Madeira, the thresholds for normal prior consultation and direct award are higher than on the mainland, with a regional increase of 45%. Consequently, prior consultation can be used for works contracts up to €1.45 million, and direct awards up to €217,500.
