Opposition says Funchal housing scheme delayed to 2027 after poor planning

The JPP criticises the city council for shifting the Habitar Funchal programme to 2027, with €500,000 not to be spent this year.

The Juntos Pelo Povo (JPP) questioned a €500,000 allocation for the "Habitar Funchal" programme, included in the sixth amendment to Funchal's 2026 municipal budget. Shortly afterwards, the executive announced that the funds will not be used this year and that the programme is postponed to 2027.

Municipal councillor Isabel Santos described the situation as a series of reversals and delays, asking which concrete expenses justify the allocation. According to the party, the money was partly taken from the kennel budget, public toilet maintenance and free taxi transport for over-75s.

The programme, announced in June, aims to find homes on the market to sublet at reduced rents. The JPP calls for it to move forward quickly and for a clear timetable for applications. No response from the council is included in the sources consulted.
