ADN Madeira Seeks Clarification on Court of Auditors' Reservations Regarding PSP Funding

ADN Madeira has requested clarification from the Court of Auditors regarding its reservations about a cooperation protocol between the Regional Government and the Public Security Police (PSP). This agreement earmarks 30% of road traffic fine revenue for investments in the police force within the region.

Regional coordinator Maíza Fernandes questioned the timing and scope of the audit, deeming it necessary to clarify remaining legal reservations and the absence of specific recommendations for protocol regularization. The Court of Auditors, in its analysis of Opinion No. 2/2026 on the Autonomous Region of Madeira's 2024 accounts, noted that the resolution authorizing the 2019 protocol did not identify its legal framework or the criteria for allocating 30% of fine revenue.

ADN Madeira highlights that the Regional Budgets for 2025 and 2026 expressly allow for the allocation of 30% of road traffic fine revenue to PSP funding. The party views these provisions as a significant legislative change, though they do not automatically rectify previous shortcomings. They assert that Madeira's autonomy is a constitutional right and that financing concerns should not impede contributions to public security, provided financial legality is maintained.
