Artur Aurélio Teixeira Rodrigues Consolado served as the Minister of the Republic in the Autonomous Region of Madeira for nearly six years, from 1991 to 1997. His appointment, unanimously approved by the State Council, followed that of General Lino Dias Miguel.
Consolado, who had a distinguished naval career and served in Mozambique and with NATO, arrived in Madeira to find an already consolidated autonomy. Although he retained significant responsibilities, such as representing the Republic and appointing the Regional Government, he felt the 1997 constitutional revision fundamentally altered the office's status, prompting his voluntary resignation.
During his tenure, he aimed for institutional dialogue but also experienced political confrontations with regional officials over legislative diplomas and his actions, which sometimes escalated beyond legal disputes.
