Funchal moves closer to expropriating unfinished building on Rua da Infância

The Funchal Municipal Chamber has advanced procedures for the administrative seizure of an unfinished building on Rua da Infância, in Santa Maria Maior. The expropriation, already decided by the council, concerns a 1,691 square meter property with construction work stopped for approximately 17 years.

The Notice n.º 788/2026 details the procedures related to the declaration of urgent public utility, including the completion of an inspection to record the building's condition before seizure. The report is available for consultation at the Chamber's Legal Department.

The building, owned by the company Partilha Sucesso – Investimentos Imobiliários, S.A., is considered a visible example of unfinished construction and justifies municipal intervention due to its physical and functional degradation, as well as safety, health, and urban image concerns. The council plans to invest six million euros in its recovery to house municipal services, parking, and housing.
