Independent councilors in Funchal's Municipal Assembly, Luís Filipe Santos and Jorge Afonso Freitas, have called for greater rigor in urban inspections and the issuance of usage licenses.
They referenced the judicial process involving the Fórum Madeira construction works, recalling that these began in 2003 and faced precautionary measures due to alleged damages to neighboring buildings. The councilors emphasize they do not intend to question the project's legality but rather to learn lessons for the future.
They argue that no usage license should be issued without prior confirmation of legal requirements being met and the absence of legal impediments. For the independents, planning must precede construction, and inspections should accompany works to ensure legal certainty.
