Independent councillor in the Funchal Municipal Chamber (CMF), Luís Filipe Santos, has requested clarification from the Regional Government regarding plans for public housing construction in the Amparo area of São Martinho.
The issue concerns Regional Regulatory Decree No. 16/2026/M, which establishes preventive measures over an area of approximately 29,000 square meters for future public and affordable housing. Santos views the safeguarding of the land positively but criticizes the decree's lack of detail, including the number of homes, projected investment, execution schedule, and start and completion dates.
The councillor also criticized the secondary role assigned to the CMF in the process, stating the municipality cannot be a "spectator in its own home." He argued that Funchal needs homes, not just reserved land, urging the Regional Government for "less announcements and more execution."
