PS MP Emanuel Câmara questioned Prime Minister Luís Montenegro regarding the financing of cost overruns for Madeira's new Central Hospital. The issue arose due to a significant increase in the estimated cost for the third phase of construction, from around 266 million to approximately 415 million euros.
Analysis of legislation and proposals approved by the Assembly of the Republic shows that the State Budget for 2025 included an amendment stipulating that the State's contribution should be based on the updated value of the work, accounting for inflation. This amendment was co-sponsored by PSD MPs elected for Madeira.
In the State Budget for 2026, the principle was further strengthened by another approved proposal, expanding the update to include not only inflation but also "other relevant economic factors." These legislative changes ensure that the Republic's financing commitment covers the additional costs incurred in the project.
