Marina Gonçalves, a former minister, emphasized the need for "multilevel governance" for the success of public housing policies, particularly within the scope of the Recovery and Resilience Plan (PRR).
Speaking at the University of Madeira, Gonçalves explained that this approach requires collaboration between the national government, the regional government, the European Union, and local municipalities.
The deputy also highlighted challenges facing the construction sector, such as inflation and labor shortages, urging for the necessary conditions to be met to achieve the PRR's goals.
