Signatories oppose buildings of 20, 30, or more storeys, arguing such developments could undermine Madeira's distinctive landscape, strain existing infrastructure, and reduce residents' quality of life. They argue the housing crisis should not be solved by what they term the proliferation of "concrete monsters."
