Regional Government Argues Heighted Construction and Landscape Protection are Compatible

The Regional Government of Madeira has rejected the notion of a contradiction between advocating for high-rise construction in specific locations and the creation of a Landscape Management Programme.

According to the Regional Directorate for Spatial Planning, both approaches are part of a territorial planning strategy for the island. The programme aims to understand, protect, manage, and enhance the landscape by identifying its values and vulnerabilities to inform decisions on land transformation and high-rise construction.

The directorate clarified that it does not support indiscriminate verticalisation but rather high-rise construction in "specific locations" deemed technically suitable, aiming to address housing needs, efficient land use, and infrastructure utilization.

The goal is to determine "where, how, and under what conditions" high-rise construction is appropriate, identifying areas where it should be limited. The programme will assist in identifying landscape units and criteria to reconcile urban development with landscape preservation, serving as a tool for territorial integration rather than an obstacle.
