The Madeira Trade Union Federation (USAM) has linked low wages to the difficulties residents of the Autonomous Region of Madeira face in accessing housing.
The union's position is that household incomes are not keeping pace with housing costs, making it hard for many workers to rent or buy a home.
The issue remains high on the regional agenda, with housing widely seen as one of the island's main social challenges.
