During a meeting with the President of the Ribeira Brava Municipal Council, Jorge Santos, Garcês mentioned his personal connection to the island, stating his father was born in Ribeira Brava.
The Venezuelan minister expressed a desire to strengthen exchanges between the two countries, believing both possess knowledge and opportunities to share. Francisco Garcês showed openness to contributions from Madeiran companies, particularly in construction and technology, and suggested creating exchange programs and internships for students, including those of Portuguese descent.
