Funchal Municipal Assembly approves budget changes and municipal service reorganisation

The Assembly approved three proposals from the executive on the 2026 budget, a reorganisation of municipal services and an auditor contract.

The Funchal Municipal Assembly approved, on Tuesday 27 October in an extraordinary session, three proposals put forward by the municipal executive. All three were passed by majority vote.

The first concerns the sixth amending revision to the 2026 municipal budget. During the debate, Mayor Jorge Carvalho referred to the affordable rental programme "Habitar Funchal", which must be adapted to new national rules published on 13 October. The programme had been allocated 500,000 euros for 2026 and 1.5 million for 2027; if this year's amount is not spent, the municipality could use 2 million euros in 2027.

The reorganisation raises three divisions to department status in science, communication, and events and protocol, without creating new management posts. It takes effect from 2027. Finally, a multi-year commitment for the statutory auditor of SocioHabitaFunchal was authorised, now set at four years. The mayor also outlined a plan to recover about 500,000 euros in social housing arrears.
