The vice-president of Funchal Municipal Council, Carlos Rodrigues, presented a diagnosis of the city's mobility, stating that 50% of the problems result from a lack of civility, such as improper parking and disregard for rules.
The other half of the issues are attributed to structural factors accumulated over decades, including the city's topography, concentration of services, low public transport usage, tourism pressure, and overlapping jurisdictions between entities.
To address these challenges, the council plans a new Sustainable Urban Mobility Plan, enhanced enforcement possibly through a Municipal Police force, and improved coordination with transport operators and private companies. Resolving mobility issues is seen as a joint effort between institutions, operators, and the public.
