João Pedro Sousa, from the Institute of Mobility and Transport, underscored SIGA's role in reorganizing the road network and integrated ticketing, with free passes aiming to make public transport a viable alternative to cars.
Paulo Pereira, from CAM - Autocarros da Madeira, warned about driver shortages and rising operational costs, arguing that concession contracts need to keep pace with this reality. Funchal City Council's vice-president, Carlos Rodrigues, attributed low public transport usage to cultural factors and the concentration of services in the city's lower areas, which pressures traffic. Enforcement was also pointed out as crucial for the success of any measure.
