The use of chains and padlocks on public benches to reserve parking spaces for bicycles or mopeds is an illegal practice in Madeira. This appropriation of public space, observed on Avenida do Infante near the Funchal Lions Club monument, constitutes an offense punishable by police or municipal authorities.

Obstruction and the placement of unauthorized objects on public roads are prohibited. Authorities can remove these items and issue fines for improper occupation of public space. Even in public gardens, attaching chains to benches, trees, or railings can be considered damage to urban furniture, with police or municipal staff authorized to remove them without prior notice.

There are suspicions that an employee of a local hotel unit may be involved in this practice.
