The Regional Government of Madeira has rejected the creation of a special career path for jurists within the Regional Public Administration. A statement from the Regional Directorate of Public Administration indicates that the functions performed by these jurists are considered compatible with the general senior technician career.
The proposal for a special career, put forward by the Movement of Public Administration Jurists, cited high responsibility, technical autonomy, and the requirement of a law degree for duties such as legal consultancy, public procurement, and regulatory drafting. However, the Directorate argues these aspects do not warrant a separate career, largely aligning with the general senior technician role.
The Jurists' Movement disputes this assessment, highlighting "gaps, insufficient reasoning, and contradictions" in the opinion. They contend that jurists' duties possess "distinct, permanent, and differentiated characteristics" that could justify a special career. The Directorate noted that public employment reforms aimed to simplify careers and reduce costs, reserving special careers for exceptional cases where general integration is not feasible.
