Despite the total coverage announced by the Madeira Regional Health Service (SESARAM), approximately 15% of in-person appointments at the island's health centers were provided by doctors who are not the patients' regular family physicians.
This situation led to about 40,000 consultations being handled by substitute clinicians or other professionals, raising questions about continuity of care and human resource management within the regional health system.
