JPP has criticized the Madeira Regional Government's recent emergency decision to transfer 30 patients with problematic discharges to Private Social Solidarity Institutions (IPSS), calling it a reflection of a healthcare system in crisis.
The party stated this measure was adopted solely to prevent mass cancellations of surgeries at SESARAM and stems directly from "years of mismanagement, lack of planning, and total incompetence in creating social responses." JPP had previously warned that the executive's chronic inability to resolve the situation of hundreds of patients occupying hospital beds for social reasons would lead to an unacceptable and predictable blockage of hospitals.
According to JPP, the current transfer of 30 patients resolves less than six percent of the real problem, with 518 beds occupied by social cases across the SESARAM network. In the region's two largest hospitals, 250 patients with clinical discharge are occupying over forty percent of capacity, hindering normal surgical management and causing a domino effect with patients in emergency room corridors.
JPP believes the resolution requires deep reforms, including mandatory coordination between Health and Social Security departments, establishing a regional network for continued care, strengthening primary healthcare, and creating a Health User Ombudsman.
