The JPP party has expressed its discontent regarding the recent discussion about constructing buildings of 20 or more floors in Funchal. According to councilors Fátima Aveiro and António Trindade, the party rejects "piecemeal measures and improvised solutions" for a complex issue like housing.
The JPP argues that housing requires a "structural, integrated strategy widely debated with the population," based on a balanced and sustainable urban development model. While they see the revision of territorial management instruments, such as the Municipal Master Plan (PDM), as an important step, they warn that this process should not be a pretext to increase high-rise construction without expert opinions and public participation.
Before discussing high-rise construction, the JPP deems it essential to assess the number of vacant or dilapidated properties that can be recovered and how many municipal buildings can be rehabilitated. The party also recalls its consistent stance of voting against urban development projects that do not guarantee contributions to public or affordable housing, lamenting that these are "systematically approved by the PSD/CDS majority." The JPP concludes that responsibility for the public housing problem in Funchal lies with the Regional Government and the Municipal Chamber, which have focused on tourism and luxury housing.
