On July 17, 2005, DIÁRIO reported that around 2.5 million euros, from administrative offense fines assigned to the PSP of Madeira, were deposited in an account at Caixa Geral de Depósitos, managed by the National Directorate of the PSP. The sum, accumulated since 1999, could not be used by the Regional Command of Madeira, requiring central authorization for movement.

This situation arose when several police stations were in need of renovation, and the police highlighted deficiencies in vehicles and equipment. The regional PSP commander was at the time seeking a solution with the National Directorate and the Regional Government to unblock part of the funds and begin repairs on the most dilapidated stations.

The Regional Government expressed willingness to carry out the works, contingent on an agreement with Lisbon. The Union Association of Police Professionals argued that fine revenues should be used to improve working conditions for the PSP in Madeira, warning of the impasse's impact on the regional command's operations.
