The digital platform intended to replace the former Mobility Subsidy, now called the Territorial Continuity Mechanism, is experiencing serious failures. The transition to digital has resulted in a bureaucratic deadlock, with IT systems and integration with CTT failing, leaving thousands of euros held up.

CTT has suspended reimbursements at its counters, awaiting the publication of regulatory ordinances and technical updates. The new law introduced complex rules, such as the requirement for a Digital Mobile Key and fiscal validations, which have paralyzed automatic in-person reimbursements. Although the government announced an extension of CTT counter services, in practice, counters are refusing to pay most recent tickets due to a lack of government directives.

Minister of Finance, Miranda Sarmento, stated that the platform is being reformulated but did not provide a timeline for its completion. This situation is causing anger among island residents, who must continue to advance large sums and are left uncertain about when, or if, they will receive their money back.
